Description

Circular Standing Instruction (CSI) No. 1 of 2025 is an official government directive issued by the Ministry of Public Service of Uganda that sets out the salary structure for the Public Service for the Financial Year 2025/26. The circular accompanies an appropriated wage bill of UGX 8.55 trillion for the year, representing an increase of approximately UGX 724.7 billion compared to the previous financial year, and reflects government policy to progressively enhance salaries across public service cadres. It establishes comprehensive salary schedules for categories including political leaders, general public service staff, teachers (primary, post-primary, BTVET and teacher training institutions), health workers and tutors, police and prison services, judicial officers, and other specific service groups, thus providing the official pay scales that will apply from 1 July 2025.

Under the revised structure, significant adjustments have been made to address wage disparities and improve remuneration levels. For example, Chief Administrative Officers (CAOs), town clerks of city councils, deputy directors, commissioners, undersecretaries and foreign service officers (Grade I) are moved into a higher pay bracket with monthly salaries around UGX 12.75 million, up markedly from prior levels. Senior police and prison officers, including Assistant Inspectors General, have also seen their pay increased to this level, while other ranks such as assistant commissioners, superintendents and constables received proportionate increases in line with the new scales. The circular thus represents a strategic wage adjustment aimed at improving pay equity, boosting morale, and aligning remuneration with ongoing public service reforms in Uganda.
