The Employment and Skills Status Report 2025 (ESSR 2025) is a government analytical publication prepared by the National Planning Authority (NPA) that assesses the state of employment, labour force dynamics, and skills availability in Uganda for the period under review. It builds on previous ESSR editions to provide evidence-based insights into employment trends, the match between workforce skills and labour market needs, and emerging structural challenges in the economy. The report draws on data collection and analysis across sectors — including formal and informal employment, youth engagement, and skills shortages — to inform policy and planning in the implementation of national development frameworks such as the Second National Development Plan (NDP III). The 2025 edition is intended to support strategic decision-making for employment creation, skills development, and human resource planning at both national and sub-national levels.

A key focus of the 2025 report is on understanding how well Uganda’s education and skills supply align with labour market demands, especially in the context of evolving economic sectors and demographic changes. ESSR findings are used to identify skills gaps, mismatches between graduate output and industry requirements, and areas of unemployment risk — particularly among youth — that require targeted interventions. Through its analysis, the ESSR informs stakeholders about priority areas for investment in skills training, employment generation programmes, and labour market reforms aimed at improving employability, boosting productivity, and supporting sustained socio-economic transformation.
